There's already an "informative downloads" section, but I know it isn't the same as what you're proposing. One problem is if you let anyone post documents, there's a credibility problem. How do we know they're honest? A person can post a URL that points to a page at Yale University's Avalon project...

How about starting a reference section? Here people could post primary sources - Nuremberg statements, reports, photographs, in fact anything that qualifies as a primary source.
