Hosing down would dilute cyanide concentrations, and mopping up would of course remove part of the cyanide. Still, a proper citation from anyone on the Goebbels quote would be handy, because when Hitler said this in Mein Kampf it was with contempt, not admiration for the tactic. Goebbels may have been a little more pragmatic about propaganda but it would be good to see the context anyway.
