We don't know, if it's a real document - But we have good reason to doubt it, since it was part of a propaganda war. It's a classic case of innuendo anyway. Muddying the waters so that other claims will become somehow more believable to the gullible public. In concert with other allegation and "proof" this primes the public mind for accepting more allegation as some sort of truth. The result is the irrational belief that "The Nazis killed six million Jews, mainly by gassing, but somehow managed to erase all the evidence for this, but you see there is this and that proving it somehow".
I recall material used for fitting pipes that looked like a blond woman's hair, but it was some different material. And as you stated, cutting off someone hair doesn't mean the person the hair originate from was somehow killed.
