'Survivors' compensation continues, again...

Presumably in 2019 or any time in the past twenty years or so, if you went through the concentration camp system, or claimed privations and restrictions upon jews in WW2 and are still alive it is safe to say the holocaust didn't have any meaningful lasting effect.

So I wonder just why these 'survivors' are still asking for and getting continued payments from Germany.

If a person is convicted of a heinous crime and sent to prison for a few years before being released they may well qualify for compensation which would account for their incarceration, the injustice of it all, loss of earnings and the social and familial pain and reputational damage etc. That would be calculated and paid and then no more. So why should jews be paid forever and a day for something that if true, wasn't pleasant but didn't harm them more than many other people during the war years?

Is there any reason why israel cannot look after jews around the world from all the billions it gets every year?
