Jewish census by World Council of Churches?

In the book "Auschwitz - Fakten versus Fiktion", it says on page 43 that the World Council of Churches (WCC) did a world-wide census of Jews in 1930, and another one in 1950. The count was 15 million for 1930, and 15.3 million for 1950. I haven't found any mention of this supposed census, other than in this book.

Has anyone heard of this?

P.S.: The book is in German; I don't know if it is available in English.
