Using a false degree fraudulently, means that you attach a title or academic record to your CV that actually doesn't exist. Germar Rudolf hasn't done that and to imply that he has by accusing him of using "fake degrees" is actually highly dishonest itself.
But as indicated, the whole issue Holocaustians have is just a smoke screen. And this again brings us to the point you are raising here:
There seems to be a common misunderstanding amongst many people that degrees have the power to make your statements on a certain subject more truthful or stronger. The reasoning behind that is actually an appeal to authority, hence a fallacy. What a degree does mean is that you underwent instruction and learning in a certain field and that the knowledge you obtained has been tested and accredited. That doesn't mean that the statements you make in that field are always correct. For example a statement like 1+1=3 doesn't become right, just because someone with a phD says it does. Anyone can tell the professor that he's wrong that 1+1=2 no matter what his education is and he will have won the debate with the professor. Nevertheless you will get academic types that will resort to their degree once the other side, who may not have the same formal education, comes up with better arguments. If they indeed resort to pointing to degree they actually shouldn't have one at all, since they just did fail Logic 101
. And of course that they've lost the debate.
Rudolf himself has responded to the issue already a while ago: http://www.vho.org/GB/c/GR/CharacterAssassins.html
I can live with that, the Holocaustians actually can't live without it or so it seems. Or why are they trying to bring up once in a while? Certainly not because their own real arguments are that good.
